This case was a result when His Excellency, President Rodrigo Duterte, proclaimed Martial Law on the whole island of Mindanao due to the insurgent and acts of terrorism by the Maute Group in Marawi City.
Petitioners, mostly from t he minority bloc of the House of the Representative, questioned the validity of the proclamation citing there was no actual rebellion or invasion in Marawi City.
